The Soviets probably didn’t allow any ethnic Ukrainians into the high level of the local armed forces anyway, and in recent years, the Russians never allowed real operational control of naval bases or ships to the Ukranian government anyway. This “Commander in Chief” was probably Russian through and through.
Estimates I read were that about 80% of Ukraine armed forces are loyal to the elected President, Yanukovich, not the SS-Nazi rabble who took power in Kiev.
