More than 20 years ago. Another vote was scheduled before Soros staged a coup.

Putin the former KGB head in the USSR.

Now that's just false. He rose to the rank of Lt. Col. in the KGB. His highest position was station chief in Dresden; after returning from Germany he kept tabs on students and faculty at his Alma Mater.
