My electric company did exactly that. About a year back they got approval to increase their rates to make up for "Market fluctuations".
Seems that whole supply and demand thing is just too unstable for them so they dictate how much they want to make and they take it at will.

if you conserve they raise rates because sales go down.
if you use too much they raise rates to increase capacity.
if you use thesame they raise rates and blame infrastructure repair and maintenance.
there is always a reason to find to raise rates.
