Did Congress pass a bill authorizing this, or have they given the administration a blank check?

(I don’t know if it is a good or a bad idea. I just want to know if Congress is even involved in spending our money anymore.)

Only when the PRETENSE of legitimacy is needed... all the rest of the time, NO... the ‘President’ does what he wants.
