Estonia was not really confirming it. Paet visited the place and relayed what people are saying to EU foreign affairs chief Catherine Ashton.
The statement that Russian propaganda wants to assign to Paet was actually him quoting what he heard people saying.
The conversation took place week ago, on 26th. What I see from there is that people were unhappy that there is no investigation yet at that point, but this has changed by now as the investigation has been started by now.
