They’re referring to the “Rocky Horror Picture Show”. Have you never seen that cinematic masterpiece?
The comedian, George Carlin, had a schtick where he combined words he guaranteed were never combined before. I suppose that “was” the case for the comment regarding someone’s undies. Regrettably, that’s no longer the case.
