NO PROBLEMO! Just pick a Zip Code in his district ( the city too, but it usually doesn’t matter) and it will go right through. I write to Cornyn in Texas to express my displeasure, and I use a Texas Zip with the town of Swollen Groin, Tx and I get replies.
Look up a zip code in His district. That has worked for me.
