A constitutional republic will not function with a corrupt AG. This is a perfect example. The congress does not have the power to compel testimony when they know their referrals of wrong doing will be ignored by the justice dept. There was a slim chance the DC circuit could address wrong doing but Obama and Reid fixed that with their stacking of the court.
