As far as I can tell, the only time "gun laws" are enforced are:

1. against law-abiding citizens who draw attention to themselves in any way whatsoever, or...
2. when a LEO's weapon is stolen

The rest of the time, law enforcement has better things to do.

Basically, if they wait until someone is shot, they can be sure the gun is at least partially unloaded.
