The GOP-e is complicit.
The Tea Party faction in the GOP is a bit too quiet on this matter, to be sure. Perhaps many of them are just panderers?

The GOP controlled House is responsible for every appropriation of funds. Anything that has been funded since January 2011 has been approved by the GOP House members.
The Constitution gives the House control of appropriations. The fact they choose not to exercise their power, for fear of Obama and Harry Reid, does not relieve them from accountability.
