He wants to build a fence, but then ask Congress to certify that the border is secure to grant amnesty to another 2 million Illegal Immigrants (Undocumented Democrats).

The same congress that is already 75% open border, at least 50% of which, no matter what is done on the border or how secure it really is, will vote to certify the border is secure, especially since for the Democrats it means enough voters to destroy the GOP, and for the Crony Capitalists in the GOP, it means pleasing their large Corporate Campaign Donors and ensuring their re-election and cushy jobs when they retire.

Like Ted Cruz' amnesty plan, the Rand Paul plan did not make anyone into a citizen. Rand's amendments included several measures to purge the voter rolls of all non-Americans. Under the proposed Rand Paul plan there would be fewer Democrat voters than today, not more.

That was one of the main points of his series of amendments - to call the Democrats' bluff and force them to openly defend their illegal activities in this area.
