Used to be that Filthadelphia had a law that banned concealed carry with a PA permit. Courts threw that out. Don't know if they have any city specific laws but I don't think so.

The city of "brothers are thugs" is at the opposite side of the state from me.We'd give it to NJ if I had any say.

Does Philadelphia have any say over issuing permits, or is it all handled by the state?

Under state law it is the only place that open carry is actually banned.
