I’m completely ignorant regarding the behavior of such a call if the call is international and the phone you are calling is turned off.

Wouldn't it depend on how the callee's carrier handles phone-not-found, wherever the caller is calling from? Normal behavior is to play a recording that the subscriber can't be found and offer to take a voice mail message. Malaysian telcos must be sloppy about that, confusing the relatives.
