So in District 5 a majority votes for Joe Shmo who gets 55% but Betty Hoe who got 43% wins because fewer women won in other districts.

That ought to do down well in Disrict 5.

If this passed (and it won't), and if it were held constitutional (which it won't), it wouldn't go down like that.

In New York State, the Republican State Committee was at one time composed of equal numbers of men and women. (I don't know if it still is.) The way it worked was that the state was divided into half as many districts as there were committee members; in the primary election (where party committees were elected), each district had a male-designated seat and a female-designated seat, and you voted for one "committeeman" and one "committeewoman."
