The requirement is for some illegitimate (elected once, forever) terrorist like Abbas to mouth the right words, rather to change the PLO Charter, which won't happen. Any agreement reached by an unelected leader of a portion of the future country, in contravention of the PLO Charter, the PLO is the official representative of the people, is as worthless as an executive order from Obama rescinding the first and second amendments.
