I would have been surprised if Harper did not take a leadership role in this issue. A lot of Canadians are of Ukrainian descent — the third largest population of Ukrainians in the world (after Ukraine and Russia). There's a large concentration of Ukranian-Canadians in Alberta — Harper's home. They support him, and he supports them.
