I don’t know but I am thinking that the first responders are included because they commonly refuse to assist people who are armed with personal weapons. I recall there was a large forest fire and some property owners broke the law by returning to their property and used bulldozers to clear the brush away from their buildings. When the forestry officials became aware of the situation they sent in some firefighters to escort the property owners off of the property. They were required to leave their weapons at the scene if they wanted to ride in the forestry vehicles.
I’m thinking this fire was in either AZ, NM, or CO. About 10 years ago.

It could be something like that. It certainly appears to have nothing to do with Federal Gun Grab Nullification.

Who were those three - and why did they abstain? Maybe something to keep in mind in the next election.
It was meant for all. It was part of the right to carry to work law.
