I believe Putin would call him if he felt he could hoodwink Obama into a deal as bad as the one on Syria.

Stroke his ego, let him think he is saving the day. Meanwhile gobble up as much territory as you want.

I think the scenerio here is that they had pre-arranged this farce so that Obama can save face, and Putin can appear magnanimous.
