George W actually lost the popular vote in 2000. The American people voted for Gore. The states, through the Electorial College, voted for Bush. If a few hundred people in Florida had voted for Gore instead of Ralph Nader, Gore would have won the Electoral College.

The popular vote in 2000 suggests the country had Bush fatigue then.
