From reading it, what I read was done in 2009-10, has been changed significantly. And It does NOT cover soldier’s personally owned guns who live off post.

Would not matter. Ft Hood has automatic gates where there are no guards. You use your ID to open the barriers. If you are not assigned there or a visitor then you will get a hands on ID check. Too many personnel there to do vehicular searches.
