Report: EPA tested deadly pollutants on humans to push Obama admin’s agenda

The Environmental Protection Agency has been conducting dangerous experiments on humans over the past few years in order to justify more onerous clean air regulations.

The agency conducted tests on people with health issues and the elderly, exposing them to high levels of potentially lethal pollutants, without disclosing the risks of cancer and death, according to a newly released government report.

These experiments exposed people, including those with asthma and heart problems, to dangerously high levels of toxic pollutants, including diesel fumes, reads a EPA inspector general report obtained by The Daily Caller News Foundation. The EPA also exposed people with health issues to levels of pollutants up to 50 times greater than the agency says is safe for humans.

The EPA conducted five experiments in 2010 and 2011 to look at the health effects of particulate matter, or PM, and diesel exhaust on humans. The IG’s report found that the EPA did get consent forms from 81 people in five studies. But the IG also found that “exposure risks were not always consistently represented.”

“Further, the EPA did not include information on long-term cancer risks in its diesel exhaust studies’ consent forms,” the IG’s report noted. “An EPA manager considered these long-term risks minimal for short-term study exposures” but “human subjects were not informed of this risk in the consent form.”

According to the IG’s report, “only one of five studies’ consent forms provided the subject with information on the upper range of the pollutant” they would be exposed to, but even more alarming is that only “two of five alerted study subjects to the risk of death for older individuals with cardiovascular disease.”

Three of the studies exposed people to high levels of PM and two of the studies exposed people to high levels of diesel exhaust and ozone. Diesel exhaust contains 40 toxic air contaminants, including 19 that are known carcinogens and PM. The EPA has publicly warned of the dangers of PM, but seemed to downplay them in their scientific studies on humans.

“This lack of warning about PM,” the IG’s report notes, “is also different from the EPA’s public image about PM.”

The EPA has been operating under the assumption that PM is deadly for years now. The IG’s report points to a 2003 EPA document that says short-term exposure to PM can result in heart attacks and arrhythmias for people with heart disease — and long-term exposure can result in reduced lung function and even death. A 2006 review by the EPA presents even further links between short-term PM exposure and “mortality and morbidity.”

The Nazis were not the first to conduct deadly experiments on human beings they considered inferiors.

In using human beings as laboratory animals, Obama was following on the tradition of other democratic administrations.

Remember The Tuskegee Syphilis Experiment. In 1932, under FDR, Blacks were used as laboratory animals, medical experiments that were unethical, non-consensual, and illegal.

Later, the syphilis experiments were conducted from 1946 to 1948 in Guatemala, by United States-led human experiments during the administration of President Truman and President Juan José Arévalo with the cooperation of some Guatemalan health ministries and official, U.S. researchers used prostitutes to infect prison inmates, insane asylum patients, and Guatemalan soldiers with syphilis and other sexually transmitted diseases, in order to test the effectiveness of penicillin in treating the STDs. They later tried infecting people with "direct inoculations made from syphilis bacteria poured into the men's penises and on forearms and faces that were slightly abraded . . . or in a few cases through spinal punctures". Approximately 700 people were infected as part of the study (including orphan children). The study was sponsored by the Public Health Service, the National Institutes of Health and the Pan American Health Sanitary Bureau (now the World Health Organization's Pan American Health Organization) and the Guatemalan government.

The team was led by John Charles Cutler, who later participated in the Tuskegee syphilis experiments. Cutler chose to do the study in Guatemala because he would not have been permitted to do it in the United States.

In 2010 when the research was revealed, President Obama officially apologized to Guatemala for the studies.

Remember that the EPA, bh0 and their ilk think that it is better to use humans for testing than to use animals. “One must not cause harm to animals, for we must eradicate mankind to make the earth safe for them.” is their bottom line belief. Well, it's worse than just doing 'human experiments'. I've been following this since it was a 'fringe story' & 'unconfirmed' in 2011. Everybody then said 'tin-hat'.

Many don't realize that EPA has been creating rules for particulates for years, forcing public transportation bus systems to install urea-fed catalytic (Selective Catalytic Reduction) exhaust systems at a cost of hundreds of millions of dollars nationwide & even pushing the same on mass-produced diesel trucks for general use. The desire was to next target commercial transportation.

In 2011 the EPA's ubiquitous Lisa Jackson asserted EPA could save a half million lives/year, stating,

If we could reduce particulate matter to healthy levels, it would have the same impact as finding a cure for cancer in our country." Cancer kills a half-million Americans a year -- 25 percent of all deaths in the U.S. annually.
And don't forget about the Senate Hearings in 2012:

Sen. James Inhofe, R-Okla., called it “extremely disturbing” that EPA scientists may have exposed people with conditions such as asthma and a syndrome that puts them at higher risk for heart disease and strokes to concentrated, high levels of substances like fine particulate matter and diesel exhaust. The allegations first surfaced after Steve Milloy, an author and publisher of JunkScience.com, learned of the experiments through Freedom of Information Act requests. Milloy's subsequent report led to the lawsuit and now Inhofe's call for hearings.
"It is extremely disturbing that EPA may have conducted illegal human experiments, exposing people with conditions such as asthma and metabolic syndrome to concentrated high levels of substances like fine particulate matter and diesel exhaust," Inhofe, the ranking member of the Senate Committee on Environment and Public Works, wrote in a letter to Sen. Barbara Boxer, D-Calif., the committee chair. "EPA has repeatedly said that these substances can cause cancer and lead to death so if these allegations of human experiments are true, it just validates the problem that the Obama-EPA's mission is not about public health."
The motivation of the EPA was to justify converting EVERY diesel vehicle on US roads to eliminate what they assert is particulate matter as dangerous as cancer (yes, the experiments began before Bama; what difference does that make? None. EPA has just gotten worse under Bama). The hundred thousand dollar question not answered by the IG report is whether the EPA was motivated to violate the Common Rule in their human subject testing to promote their agenda.

Without regard to the whitewashed results of a far-from-independent IG report (we all know that the WH has permanently destroyed the integrity of government investigating itself), the answer presents itself as to how far this government will go to enact its radical environmental agenda.

Think about what else they might do...

If I was asked to assign credit for the Senate hearings and the IG Report, it would be Steve Malloy's FOIA request in 2011. The man deserves credit for making this public, having gone from 'tin-foil' fodder in 2011 to Senate Hearings in 2012 to front-page news in 2014. Kudos.
