That sounds about right. In my area average response time is somewhere around 9 to 12 minutes for a code 3 call. (lights and sirens) Since I live out a little bit more rural I'm sure I'm closer to 15 or 20 min. That's why there is a loaded weapon literally within arms reach at all times. I am responsible for my security and my family's safety. I know the Sheriff's department would never make it here in time to matter.
