OK, hardball. I can go with that, except Wilson must have concluded he would have been put in a closet and his constituents would have been left with nothing. It was his call. On the other hand, you and I might have used the quiet time to broadcast far and wide to all who would listen just how appropriate was our statement and how weak and feeble our "leadership" was.
The other close call IMHO was when the members of the USSC chose to not walk out of O's State of the Union speech during which he criticized/ridiculed one of their then recent decisions. Needless to say, I wasn't cut out to be a politician.
