Exactly, the GOP is likely to win the Senate in 2016, so this guy wants to claim it is not a repudiation of leftist ideas but rather a matter of which seats are up.
This is SOP. When the GOP wins it is razor thin and not a mandate. When a Dim wins even by a single vote, it is a mandate and will last forever.
