Any form of birth control in the 3rd World, whether by the use of drugs or implements or abstinence, is going to be trumped by biological survival urges. It won’t work, it will make fools of those who think it will and waste a lot of time and resources. Industrialize the 3rd World now!
Over population is an 18th century Malthusian lie that was formulated in the absence of the power of technology. More people succumbed to famine up to WWII than do so today with double the WWII era population. In fact, there is no famine today except in North Korea. This planet can easily support 100 times its present population, probably more.
If the Pope wants to encourage morality and stable family life, good on him. But trying to couple that effort to population control simply admits that population control issues are a better sell than morality and is being used to propel morality into wider use. So when population control fails, its propaganda link, morality, also will take a hit and be delegitimized as another failed Western diktat.
