The attorney general is also subject to imprisonment by the House of Representatives, directly and solely, for already being held in contempt of Congress. No other action will get results. Imprison Holder, then either give him Lerner as a jailmate or send her referral to the acting attorney general along with a note pointing out how much room they have for more prisoners, or at least would have if they locate ‘Boehner’s Black Hole’ in the certified racist free space currently occupied by The Congressional Black Caucus.
