How culturally ignorant they must be to not know which victims will draw federal attention, and which won't.
I would not set up Jews as a group to be attacking just to test a capacity for violence in my gang candidates, I would follow the example of the black gangs.
I say build a wall around these gang infested areas and let them kill each other. No food. No water. Nothing.
