Tyranny is by nature a vital component of socialism. Socialist governments cannot recognize freedom, they only grant licenses for any individual actions.

Indeed. Many constitutions of repressive regimes consist of laundry lists of specific activities that citizens are allowed to engage in. It is completely the opposite of a free society, where citizens can do whatever they want as long as it does not break the law.
