I don't see that as a problem. HHS is supposed to turn into a revenue source through the IRS and an expense item disbursing that revenue and other favors to those with political connections. There is no longer any connection to medical care. As long as she takes orders well in terms of granting waivers from that terrible law to those who purchase such favors, that's what she's there for.
