With low IQs and mental derangement often comes a deficiency in impulse control. A lot of these young black people have these combinations and white people pay a horrible price for being in their reach.
This has nothing to do with impulse control. It’s about being able to brag how he caused pain and suffering to a white woman and her family.

11) The mean intelligence of blacks is much lower than for whites. The least intelligent ten percent of whites have IQs below 81; forty percent of blacks have IQs that low.
