four fighter planes, presumably Sukhoi-27 were hovering over Kramatorsk Something lost in translation, I suspect.
SU-27 is not VTOL and wouldn't use it that way if it were.

Probably meant loitering.
There is video of these jets flying at just a couple of hundred feet over the fields. Definitely low enough for ground fire to create some havoc.
