Obama program aims to reduce ‘births’ among blacks, Latinos

President Barack Obama is attempting to lower the rate of “births” — and separately, pregnancies — among blacks and Latinos.

The Centers for Disease Control and Prevention lists reducing “births” as one of the top goals of Obama’s “Teen Pregnancy Prevention Initiative.”

The language on the CDC’s website makes clear that the program seeks to reduce the rate of both pregnancies and “births” among minorities.

Specifically, the CDC says the “purpose of this program is to demonstrate the effectiveness of innovative, multicomponent, communitywide initiatives in reducing rates of teen pregnancy and births in communities with the highest rates, with a focus on reaching African American and Latino/Hispanic youth aged 15–19 years.”

Eighteen- and 19-year olds are technically adults, but Obama’s program aims to reduce births among women that age as well.

The Daily Caller discovered the abortion-suggesting language during a routine analysis of government publications.

The CDC says the distinction is one without a difference.

“On the website for the initiative there is no distinction between the two,” CDC spokeswoman Renee Brown-Bryant wrote in an email to TheDC.

Although the CDC site explaining the program makes no mention of the word “abortion,” the $110 million program — as funded for FY2010 — bankrolls a range of featured “partners,” some of whom readily encourage abortion.

The Obama administration has set a goal that those partners reduce teen births in the “target community” by 10% by next year.

Advocates for Youth, for instance, is one of the program’s five “national partners.” The group, which took in over $1.5 million in government funding in fiscal year 2013 according to its annual report, advocates that teenagers consider abortion when they become pregnant.

“Young women need the right to safe and legal abortion,” the government-funded group writes, saying that a young woman shouldn’t be forced to “carry a pregnancy she didn’t want to term.”

Advocates for Youth lists ending “the stigma and shame women are made to feel about abortion” among its goals.

Hartford, Conn.’s city government received a $900,000 slice of the CDC funding alone. According to that program’s website, Planned Parenthood of Southern New England serves as a partner in their initiative. Local teens can use the city’s site to locate nearby abortion providers and arrange appointments.

Obama has made no secret of his support for abortion and how he views its role in society, marking the 41st anniversary of Roe v. Wade in January by applauding “reproductive freedom.”

“And we resolve to reduce the number of unintended pregnancies,” Obama said in the statement, saying that abortions afford women the freedom and opportunities to fulfill their dreams.”

Even before the president’s program came into existence, teen birth rates in the U.S. had been substantially declining. The CDC notes that by 2011, teen births had dropped to a record low, with 329,797 babies born to women aged 15-19. The CDC claims that “the reasons for the declines are not clear,” but pro-life site attributed the drop to a mixture of teen abstinence and an uptick in the abortion rate.

While reducing teen pregnancies receives bipartisan support, abortions have had a deep impact on blacks and Hispanics in the United States.

The New York City Department of Health and Mental Hygiene recently reported that more black women in that city aborted their pregnancies (31,328) than gave birth (24,758) in 2012. There were 22,917 abortions among Hispanic New Yorkers in the same time frame. In all, CNS News notes, black and Hispanic abortions accounted for 73 percent of the city’s total abortions that year.

The CDC is not yet prepared to share any results of the president’s Teen Pregnancy Prevention Initiative. “At the conclusion of the project, in September 2015, data will be analyzed and evaluated,” Brown-Bryant told TheDC.

So he’s slashing entitlement bennies? That’s the only way to do it. When baby making is no longer profitable they will stop making babies.

Best he neuter most of them.

If he would take away some of the “Free Sh&t” and make them WORK for a living instead of mooching off the rest of us, perhaps they may NOT have so many kids.

The first option is the best.

Actually, according to the current Morbidity and Mortality Weekly Report (MMWR), the drop in the teen birth rate is because of programs that teach abstinence and contraceptive use:
Prior research suggests that the overall risk for pregnancy declined 55% for teens aged 15–17 years during 1995–2002, with 23% of the change attributable to a decrease in sexual activity and 77% attributable to changes in contraceptive method use. This report also notes that abstinence/contraceptive education programs are still not reaching enough teens.

Overall, according to other reports in the MMWR, the abortion rate has also been significantly declining. One result of the decline in abortion rates is the closure of abortuaries that we are currently seeing. I can link a report on the decline of abortion rates if anyone requests it; it was published a few months ago, so will take me some time to find.

So here’s the problem that these idiots cannot wrap their heads around. One out of five teenage girls *want* to get pregnant. You can educate them all day and you’re not going to change their minds.

The reason that the teen birth rate has fallen is that the economy is so bad that even these girls are taking a step back.

My daughter did three years in the public high school and she didn’t know one girl in our small rural town who didn’t get pregnant on purpose. In one situation, the boy was even in on it. And these ‘educated’ girls knew how to use a basil thermometer to check for ovulation.

They felt free to do so because there were no consequences. These girls knew damn well that they’d get public assistance. For them a free apartment, free healthcare, free cellphone, free food, and a small allowance sounded pretty good. Most of them just wanted a baby (something to love), but there was one who wanted a baby to get free housing so that she could move away from home. She actually saw a baby as her way to freedom.

Want to cut teen births? Educate them on poverty. On how being a teen mom will actually impact their lives. Educate the boys on how a baby will impact *their* lives. (The boys were especially ignorant on child support laws.)

Oh, but wait... that might make poor moms feel bad. Can’t have anyone feeling bad.

Seriously, a shocking number of teen pregnancies are deliberate and these leftists can’t even *imagine* that reality because they cannot accept how short-sighted a sixteen year old can really be. They’re actually paying these girls to be irresponsible and they can’t handle the disconnect.

Teen birth rates - though not STD rates - are declining because of IUD use and injectable contraceptives. In short, occasional doctor visits and forget about it contraception are responsible for the drop in teen pregnancy rates.
The reason illegitimacy is still growing is because 20-somethings are still having children but not getting married. While better to have the kid at 24 than 14, the same negative like outcomes of drug use, mental illness and suicide are present for these illegitimate children.
The better solution: when you come in to sign up for welfare of any kind, from food stamps to section 8 housing to Medicaid, every female in the household of childbearing age (14-44) must receive these long term contraceptives. The contraceptives stay in place until you no longer need assistance. After all, if you can’t take care of yourself, you can’t take care of a new baby.
This will decrease the number of children born on benefits almost immediately. No abortions required.
It is a low cost solution and reversable - get a husband who can support you or a job where you can support yourself, and you’re free to have more kids.

I have a cousin who has 5 grown kids. The kids were all raised on welfare. One of these 5 kids has 5 kids of her own and has always been on some type of aid even though the baby daddy for the last 4 lives with them. They just don’t make enough money. Well her oldest at 16 got pregnant.....on purpose. The mom had her on birth control but she quit taking the pills so she could get pregnant. Of course now she is getting welfare.
You are correct.
On the other side of that one of the original 5 kids is one of the hardest workers I have ever seen. She told me.......I was bound and determined to NOT wind up like my mom and the rest of my family. She actually moved out of town at 18 so she could get away from her family and succeed.
