Unreal, so in essence you get slimebags like this guy run amok. There has to be something else that can be done though, maybe have him investigated. I can’t believe the people couldn’t rise up and drive him out of office. What about finding improprieties like taking bribes? This guy cannot be clean, no way. He’s a punk this guy and you usually find this kind of arrogance in crooks who get away with criminal activity for a long time, they think they’re untouchable and the public merely bugs for them to play with.

Who would investigate him?

The Senate? He is Majority Leader and controls the Senate's agenda.

The House? That body cannot investigate members of the other body. That's for the Senate to do.

The Attorney General? He is Reid's strongest supporter next to the President.

Some legal officer in Nevada? He can only investigate what Reid does in Nevada?

This is one of those situations where there is no recourse except the ballot box, and if the ballot boxes are corrupt in Nevada, then there is no recourse within the law at all.
