Acting President of Ukraine, Chairman of the Verkhovna Rada of Ukraine Oleksandr Turchynov and Prime Minister Arseny Yatsenyukvystupili a joint statement
"Ukraine is approaching a big Christian holiday - Easter, which carries the hope for rebirth and renewal peaceful life. In the days of the great reconciliation and forgiveness, we call on all citizens to lend a hand to each other, to abandon the radical actions and hate speech back together to work together for the protection and development, and creative construction of the cathedral, the unitary democratic Ukraine, which is free and people will live together all nationalities, different religious beliefs and political views,"- said Turchinov * .
"We strongly condemn the attempts of separatism and division of Ukraine, appeal to all citizens of the country calling for consolidation in the name of preserving the unity, territorial integrity of Ukraine, of civil harmony in society.
Leadership of the state, with the support of the majority in the Verkhovna Rada of Ukraine, will make every effort to urgently consider appropriate amendments to the Constitution of Ukraine and the holding of local government reform and the organization of power in the regions, providing for decentralization of power and empowerment of local communities, the formation of the executive bodies of local councils instead administrations, providing power to the regions with the necessary financial resources and the implementation of effective mechanisms for public participation in decision- making by local governments.
For peace and reconciliation between citizens of Ukraine will be guaranteed the right to regional, city and district councils to make a decision on granting the territory of the region together with the State Ukrainian language official status of Russian or other languages which are spoken by the majority of the local population.
The Government of Ukraine has submitted to the Verkhovna Rada a bill which provides for exclusion of criminal prosecution, criminal, administrative responsibility of persons on the events that took place during mass protests provided the voluntary surrender of the public authorities of weapons, ammunition, explosives, devices and release all employees during demonstrations of buildings, premises of government bodies and local self-government.
Dear citizens of Ukraine! All of us - different. But we have one important unifying community - together we are citizens of a sovereign, independent Ukraine. We must do everything possible not to deprive our descendants of this priceless treasure."
Chairman of the Verkhovna Rada of Ukraine, said that the joint statement , expressed the belief that "all the same all the deputies and factions join this Memorandum and support it by vote, as well as the support of all the laws that are aimed at stabilizing the situation in our country." *** Prime Minister Yatsenyuk said : "Dear Ukrainian nation. On the eve of Easter this statement is our direct intention to stabilize the country, to ensure peace and tranquility and to respond to queries that people have today, including the needs of the people from the east.
Ukrainian government is ready for a comprehensive constitutional reform that will strengthen the powers of the regions, which will be liquidated in accordance with the provincial and district administrations and the people will choose the appropriate advice and executive committees.
We secure a special status for the Russian language and the protection of the language. We secure a special status to any other language on the territory of the territorial community.
Our desire is dictated by the fact that in Ukraine there was consent. And to territorial communities have adequate resources, the Government is ready to change the Budget and Tax Code and fill the relevant financial and economic resources of each Ukrainian territory.
This statement is also dictated by the result of collaborative arrangements in the meeting, which was held in Geneva between Ukraine, the United States, the European Union and the Russian Federation. The Russian Federation was forced to condemn extremism. The Russian Federation has signed the statement, the result of which should be the disarmament of all militias illegally formed and the release of all administrative offices, including those rooms that are captured on the ground - the Security Service of Ukraine, Ministry of Internal Affairs and executive authorities.
No terrorists would not support. We support peaceful Ukrainian people, who have the right to govern in his state and has the right to influence both the central and local authorities. Ukrainian government has introduced in Parliament a bill on amnesty for all those who surrender weapons, get out of the premises and will together with the Ukrainian people to build a sovereign and independent Ukraine. It is sad that today the law was not voted on, although he could be voted on, if it was the will of our political opponents. But we call on all parties to immediately stabilize the situation and next week in parliament vote this bill.
Once again, on behalf of the Government I want to assure everyone that this government of the Ukrainian state . This government and Donetsk, and Lviv and Ternopil and Luhansk, and Simferopol. This government has a single country. We are able to keep the Ukrainian state and we can make it successful. And so it is!"- Said Yatsenyuk .

Speak plainly, this is too important an issue to mess around.
There’s a lot of wishfull thinking expressed here whether it will rally the people is another question. They can’t seem to fact the fact or tell their people Putin is after Ukraines resources.
