We are long past the point of civil disobedience having any chance of working.
Civil disobedience works in a just society. It depends upon a commitment to the dignity of man. If we have lost the ability to influence government with the power of human decency and justice we have lost the ability to entrust government with our safety. A government that cannot be trusted to act on behalf of its citizens must be replaced.
