No, but this does:

airframes from old MiG-29s that had been languishing in open storage at the Lukhovitsy factory.

That means they've been sitting outdoors, very likely corroding.

They may even have used airframes built for Iraq, way back in the late 1980s.

That means "used" to me.

The Mig has old fashioned mechanically steered radar. (see article) The F-22 uses a fixed phased array radar that radiates in a steerable tight beam. It also hops from one frequency to another so fast it is difficult to detect.

The old style radars are like a flashlight in a dark room. They can be detected long before target returns can be seen.

One of these against an F-22 is like a man with a flashlight fighting a man with night vision goggles. That was the whole idea of the F-22. Don't fight fair.

I talked to a pilot who went up against an F22 (he was in a F16 as I recall) and I asked him how he fared.

He said: “I was a baby seal.”

Give MiG a break. They are great for what they were designed for, shooting up civilians and lightly armed militias.

As far as real combat, we need to look no further than their test in real combat. They were either shot down or ran like scalded dogs to some foreign hiding place.

I read that as airframes built for planes to be sold to Iraq and maybe built up, but not necessarily flown. Semantics.

You may be right, it is not very clear what is meant, just that the airframes had been around for some purpose.
