Essentially, the Kansas law parallels current Virginia law, making Kansas a "shall issue" state. For those of you in Virginia, you may thank the Virginia Citizens Defense League at your leisure. :-D

BTW, the legislation passed unanimously in the Kansas House, and 37-2 in the Senate.
