It's not restraint when the person is already in custody, complying with orders. It's against the LAW, it's brutality, it's inhumane and it undercuts ANY respect people have for Authority when some overweight Doughnut Processor with a uniform and a badge takes things into his own hands for the cheap thrill of being in power over the powerless. Idiots like this are the type that are drawn to LEO position and it is a mental disorder. It is clear to me after years of watching the continued increase in cases of abuse of power that the people doing the hiring don't have a clue of the mental make of the type that should be hired.
