She wins because of the political machine in South La as much as anything else. The Dems are extremely efficient at moving van-loads of her voters to the polls on election day. They are also very good at motivating those voters to pull the lever for her.

I've often said that if they had only tapped into the Dem machine before Katrina hit, the whole city would have been evacuated safe and sound.
