This sounds like a job for...
Bernard L. Madoff.
Only he can get anyone to believe they will get anything back for their money.

None of that realistic.
The only way to achieve your goal of including minorities is to stipulate a 5% workload to MBE/WBE’s.
There are no firms under you Boo Chit news release that have the size to do your project, under your pretend requirements...

Yup, a consortium of Merle’s Software and Bait, Millie’s Code Cabana, and assorted (read: diverse) small companies. That’s the ticket!

and that they were particularly interested in responses from small businesses owned by women, disabled veterans and socially and economically disadvantaged individuals, including blacks and Hispanic Americans. They omit "competence" as a qualification.

What? You mean that Michelle's old roommate, who you idiots gave the contract to in a no-bid process, took over a half-billion dollars and gets to walk away free without finishing the job? I want our money back!

Planning for failure.
I’m sure Google, Adobe, Amazon et al would love to get into that business and would probably do a great job. However, the administration can only pick ‘pay to play players’. Meaning kickbacks and political donations, back doors for US LE agencies the whole 9 yards.

Why would a given firm, operating on something of free enterprise, accede to an assignment that guarantees their freedom will be reduced consistent with their eventual absorption into the federal government?
It’s communism.

Jesse Jackson Jr is taking a course in programming while in prison... I think he would be perfect for the job, and is due to be released soon.
To: mothball
Minor glitches, I would have to up my bid to about $225 million. Flaming failure, that’s cheap!
