Panhandlers in Winston-Salem could be required to wear ID badges

WINSTON-SALEM, N.C. — Panhandlers in Winston-Salem could soon be required to wear a photo identification badge at all times under a proposal by the City Attorney’s Office.

All panhandlers are required by current city ordinance to apply and obtain a free panhandling license.

The City Attorney’s Office now recommends adding a photo ID provision into the licensing process and requiring the tag to be worn at all times while panhandling.

The ID tag would also include the license’s expiration date.

Having ready identification would help the city enforce current panhandling laws according to The City Attorney’s Office, which also cites a need based on the high volume of applicants.

Winston-Salem says more than 350 people have submitted panhandling applications since 2011 following license requirements that also include passing a criminal background check.

The city’s Public Safety Committee discussed the proposal for a second time this week but it ultimately needs approval from City Council.

City Attorney Angela Carmon says her office is working on final edits to the draft ordinance before it goes before committee for recommendation next month.

But it's against the law to require an ID to vote.

This is suppose to make sense.

Well, I guess it does make sense if you're trying to destroy America from within.

It may be just a coincidence, but "destroy America from within" was exactly the mission statement of the Weather Underground, 40 years ago.

This is the first step in assigning them to re-education work camps where they learn valuable skills and help the Reich, err a, excuse me, help the nation recover from the abuses of Republicans.

The first step is to strip down for delousing and to go over there where there is a gang shower. Please ignore those guys on the roof with cans of Zyklon-B.

They’ll use the panhandlers as practice for anyone else that does not tow the party line

I have infinitely more respect for panhandlers who solicit voluntary contributions than for those who sit back and have the government take from others for them.

I guess this confirms that there are “professional” homeless people who make a living pretending to be homeless people. Otherwise they couldn’t afford to be licensed...:)

Years ago I was told that the the pandhandlers that stand on the corners in some of the larger cities are organized and run by criminal enterprises so I started paying attention and noticed that there were pairs that worked together on different corners of the underpasses in the same general areas and have done so for many years now. Sure looks like they treat it like regular job. I’d see them going to work and coming home many times...

I truly wonder if you have to be completely stupid to be a politician. Assume a man has a criminal record. He can’t get a job. So he has to panhandle. But he can’t without a license. And he can’t get a license because he has a criminal record.

I don’t like panhandlers. Especially those I know are frauds. Such as some guy with a sign that says “Disable Vet, please help.” If he’s a disable vet he’s getting a check every month and free healthcare. But it’s still stupid to require a license to be able to beg on the streets.

FYI: Disabled vets range from 0% (not a dime) up to 100% (a little over $3000 a month) and many notches in between. And just because they get “free healthcare” doesn’t mean they get to see a doctor any time they want to. Look at that situation in Phoenix or wherever it was. Plus, “free healthcare” doesn’t feed, clothe or shelter anybody.

Step 2: “Attention, all licensed panhandlers. We have noticed that a lot of you are not filing state income tax returns. Therefore, we are now requiring that in order to retain you license, you must file a quarterly form indicating the number of hours spend panhandling, and the amount taken in.

Most panhandlers are getting government benefits. They panhandle to get drug and booze money. You can't buy booze with EBT cards.

Not only does nearby(ish) Durham require panhandle to wear photo ID tags, they require them to wear orange high-vis vests like construction workers, if they’re bumming in an intersection or roadside. Gotta love liberals.
