My suspicion: he ordered her to stop, she didn’t stop for whatever reason ranging from didn’t hear him to fleeing from him, he jumped on the hood and then he fired. The “ramming” thing sounds like a CYA pretext cooked up after the fact. Maybe the car ran into the cruiser after he shot her.
From what was shown, he must have run really fast to position himself in *front* of her in time for her to hit him hard enough to throw him onto her hood.
Now, I could see where he enough had to time to roll himself onto her hood in an idiotic attempt to “stop” her.
