He can forget about it. It’s no easier for him to get an amendment out of Congress and ratified by 38 State Legislatures than it is for a Ted Cruz or Mike Lee to do so. They're not going to bother with the ratification by 38 states part of the process. This will be Senate dictate followed up by Obama Executive Order. Watch.
