The situation is getting worse. The welfare state cannot be supported indefinitely, and when it finally collapses, and these ferals are faced with a choice of "work or die", they will get even more angry and aggressive.

I have a theory that actual harm done to a specific person or group of people (in the name of race or not) is never perceived as awful as simply citing (hurtful or broad-brushed) words about an entire class of people.

The problem is that certain groups have chosen to inextricably link race with culture. It’s a linkage that provides massive political benefits. To the point where any attempt to delink the two is immediately decried, itself, as racist.

That's exactly correct. The problem is that too many folks see "black" and "urban black culture" as the same thing. There is a relationship, but they are certainly not the same thing.
Just like "German" and "Nazi" are not the same thing.
