I wonder if it would be cheaper to sentence them to treatment to get clean?

Treatment for addiction to crack has a very low success rate and if this story is believed this person did not use drugs though he had no problem making money off of the pain and suffering of others.

As I recall the harsh sentencing for crack was driven by the black community that wanted the extreme violence associated with the crack trade to stop which was making their neighborhoods unlivable.
