The school and government were more concerned about the non-student people who had moved into town, burned down the ROTC building, threw rocks and chopped the hoses of the firemen sent to put out it out. The attack on the guardsmen the next day had the desired result. That's the crux of the thing. The agitators wanted someone to get shot, and did everything they could to facilitate it.
