I noticed the article did not provide ( Who) decided to have a controlled burn!

Per a update from KFOR-TV http://kfor.com/2014/05/04/multiple-grass-fires-spark-across-the-metro/

Fire crews said the person who started the controlled burn didn’t do anything illegal because they were not under a burn ban at the time.

Still no name but appears to have been a property owner.

Isn't the name of the Oklahoma town Guthrie? The original Capital of Oklahoma?

Guthrie is the original capital of Oklahoma.

Bad time of year to burn anything let alone controlled burn. Winds are gale force.

Probably related to the idiot who decided to do a controlled burn north of Houston in a rural area this weekend. Burned lots of acres. Rough dry terrain. Lots of rural companies responded. Just a big mess.
