When the great stimulus scam was announced my county asked for a bunch of money for multi lingual teachers because the number of non english speaking students had increased by 50% from the previous census. This is in a state with a relatively low number of illegals.
Evidently they were expecting more then.
It does show yet another way this problem saps money from our nation though.
