You misunderstand. That just means she kissed Clinton.

It's a very minor point, but the Starr report says "In the course of flirting with [Clinton], [Monica] raised her jacket in the back and showed him the straps of her thong underwear,which extended above her pants." The summary you posted leaves out the flirting.

As I remember it, in Lewinsky's August 26, 1998 deposition, she said that, as part of the flirting, Clinton commented on how much he liked her clothing and that he'd like to see what was under it. That's when Monica flashed her thong.

I could be wrong, but note that Starr only summed up the ultimate result of flirting in his report.

Again, it's a tiny difference, but to me she loses 0.39% of her tramp factor if she flashed in response to Clinton's comment as opposed to doing it on her own.
