What else can happen? Will the companies that you hate spend a bunch of money doing the research and documentation that you want? Or will they just slap a label "May Contain GMO ingredients" on everything and call it good?

FIduciary responsibility is not that simple. Trying to flout such regulations could cost them more goodwill than it would save, and there is no fiduciary responsibility to be unethical.
